How do such payments “eat” national output? Consuming resources and paying money to foreigners “eats” output. Buying existing houses and paying rents just swishes the dosh around. Things may be bad but it does not “eat” national output.

The solution to the underlying problem would appropriate potential output, as resources were conmmitted to building homes.
