But it can be legal, too: not just stretching the rules but changing them too. Every year big business in America spends $5m on influencing legislators: misprint! That should read $5m >per congressman< on lobbying Congress. (Source: Robert Reich, former US Secretary of Labor, in 'Saving Capitalism'). Assuming that this investment at least pays for itself, how can this abuse of power be anything but corrupt?
