They probably inflated the currency too, with what they spent inside their markets, since they could afford to pay more than the regular prices, and did so.

I find it strange that any government needs to borrow money from abroad and instead they should only be allowed to buy (on the loan) those goods that are used in manufacture or for getting started in farming. The world bank does not seem to recognize this way of helping the poorer nations.

There seems to be a dearth of knowledge about macroeconomics. My recent 310 page e-book “Consequential Macroeconomics” will help to rectify this fault, if only government officials have the patience to study this vital subject and not their own selfish investments.
